In an old school house, the Governor of Northport and leaders from the surrounding towns are gathered. Most are dressed modestly in faded work denim pants and shirts of various off colors. All are gathered around a map of Northport with the major mines represented by mismatched chess pieces taken from an old game covered in dust on the shelf.

Most want to get the silver and tin mines back up in production, but all agree that Salt and Copper are their best bet. Copper will be needed to bring electricity back to Northport and Salt will be needed to preserve meat.

They make the decision to focus their efforts on the Copper mine Quellehof and Pigshead, and the Salt mine just south of WesPro. Those from the other towns are tasked with focusing their efforts on making sure the roads are maintained and repaired.

Mines, instead of being owned by wealthy League houses as in the past, are now owned by the region of Northport, not the governorship.

Northport has 15 Construction to divvy up between its projects. Setting up a two Copper Mine 1s and a Salt Mine 1 will take some time with 15 spread evenly between all 3 (2 Turns, in fact).

Governor Braigwen,

Hope you are doing well! Thank you for holding this meeting. As the representative of Axecack Enterprises, a major player in Northport manufacturing I would like to congratulate you on your new position and offer our hand in friendship.

We run operations throughout this region in the gathering and refining of resources and manufacturing of products. We would also be able to accommodate construction efforts you need done throughout Northport.

It is our wish to see this province, and all of Echain, prosper! Let us know what you need and I am sure that we can accommodate.

*Braigwen looks up from the huge stacks of papers on her desk, her right hand scratching a scruffy calico cat behind the ears.*

"What does Axecack Enterprises bring to my table. Right now we have no room for fluff. Right now we're trying to work out how to get a rudimentary sanitary system up and running, make sure our children are educated, getting the silver and salt mines back online, and am thinking about melting down our Yen reserves into bed pans."

She looks up at him with tired eyes.

"What do you bring to our table?"

Governor Braigwen, forgive my eloquence, what we offer is quite simple. Resource gathering, manufacturing, and now construction services. We are here to serve at your leisure.
We can manufacture the bed pans, focus on getting the mines operational, or perhaps start construction on a sewer system? If you need food, we may facilitate a trade route with nearby provinces as we do have shipping capabilities. The sky is the limit.

Turn 1
Every penny of funding is poured into pushing the establishment and extraction of the local Copper and Salt mines. This significantly increases the industrial output of the Region, though the budget is getting pushed a bit hard. Getting roads properly established is becoming a bit of an issue, since nothing nationally has happened on that front yet. Several business magnates have approached Governor Braigwen's office offering to start construction themselves, provided they are paid for the job of course.

Telegram arrives at the governors office containing an address and a message
Enclosed is the address of Thomas Conklin, a representative of Carlisle Companies. Has a possible deal for you, Your call to accept.
(OOC): Go look at the Ministry of Foreign Affairs thread for full details, but I put the decision in your hands.

It is a tempting offer. You must understand that while Northport is rich in natural resources they do us no good still in the ground. We would not be able to pay you up front, however, with your trade routes we could pay you with a portion of the profits from the sale of those resources. To be honest, I would rather deal with someone from Echain rather than Carlisle. *Braigwen waves her hand dismissively over the telegraph on the edge of her desk.* While I am happy the U.S. ended the war, I am wary of being appropriated.

Turn 2
A massive number of Japanese are flooding the area thanks to the efforts of the Rangers.  A lot of them start working the factories and distribution lines, increasing the already higher ore and resource output.  It's starting to cause some serious disgruntlement amongst Northport natives, however, and more than one act of violence has happened in the past month.
The Ministry of Defense has begun construction of the Air Force Academy within Northport.

Volunteers Needed For Spring Festival!

Beginning April 8th and going on until the 15th, a Great Spring Festival will be thrown in Aberisk City. This marks the first time in 9 years that the Spring Harvest Festival will be celebrated in Echain. The Echaini Harvest Festival coincides with the Takayama Spring Festival so it has been decided that both Major Festivals will be merged into one Great Spring Festival.

The Centerpoint of the Festival is a week long competition to  build a wagon float displaying the Culture and History of the Town/City. The entries will be judged based on beauty, complexity, awe factor and spirit. The Festival will include food, games, dances of both old Echain and Japan and will serve as a cultural exchange festival showcasing Echaini Culture to the new Japanese residents and vis versa.

Your Region have been have been invited to join in on the Festival by building a float that represents the Culture and History of your Region please send a group of Volunteers in order to build, operate and pull a wagon float. The only restrictions is that the float must be hand pulled, built to the dimension provided in order to fit on Aberisk city streets, do not use engines, and can be lit up by paper lanterns for the Night Parade on the Last day of the Festival. Everyone is welcome to participate and attend the Festival.

Northport receives several dozen requests from eager volunteers and picks 12 at random to represent Northport in the Spring Festival, along with the materials to build a float representative of Northport as a whole.

As this goes on, Governor Braigwen, after being advised by several small business owners on the island, begins to enact measures to protect domestic companies and limit foreign companies from being able to establish a foothold on Northport. There will be no business taxes for those companies that A; have their headquarters in Echain, and B; hire at least 80% of their permanent staff from permanent residents of Echain. Foreign businesses are subject to a 65% tax if they wish to do business in Northport. These measures are enacted to promote domestic growth to align with the Protectionist stance.

Turn 4
Support of the Festival leads to some good vibes and improved morale, though most of the people report not really caring for the Japanese food that was offered.

Tax breaks and changes to shift focus to domestic companies pushes several companies out of Northport, including a few prospective American ones which had been scouting the area. However, it does encourage local entrepreneurs to start setting up shop, and expand the shipping concerns moving and processing raw resources.

The Refugee problem has gotten worse, and violent outbreaks are growing more common.

The recent Darpon situation has lead to a huge wave of popular support, amongst Echaini and Japanese both, in favor of Darpon taking over as the local military.

The Governor of Northport has put in a request with Lorinbas to supplement our security forces to help quell any violence that pops up before it becomes too widespread. (update) Lorinbas has sent a unit of Guard-Police and several Knight-Guard to assist in training the security forces in Northport.

Updates will be posted before the next turn.

She also is in contact with Governor Gollvieg under TACTIC to improve our education system in return for hiring out my factories to build infrastructure and power systems.

Turn 5
The presence of the pseudo-military personnel escalates the already severe tensions, leading to increased violence against both the Guard and the Japanese. Where previously most violence ended at beatings or fights, several hundred Japanese have turned up dead across the month. The amount of support and sympathy for anti-Japanese inclinations is on a massive upturn.

Taxes and Tariffs, each, are increased to 2%

Infrastructure and building will be postponed till next round till we get enough Espada to actually do anything with.

Construction shall begin on a large scale commercial airport, expanded out from the existing strip and converting surrounding farmland.

Work shall also begin on expanding the existing mines substantially, pushing for more underground mining operations, and looking into purchasing Excavators.

Money shall be set aside to ensure the burgeoning workers guilds are well taken care of.

Taxes set at 6%, Tariffs set at 0%.

Turn 7
Work is begun on planning and prep work for the commercial airport. Mining operations are massively increased, and foreign excavators purchased. The mine workers' guild is furnished with increased funding, reducing tensions and increasing the number of miners considerably.

Throughout the week a group calling themselves the Echaini Historical Society begin promoting the Harvest Moon Festival in every region. Their message is one of peace and friendship between all Echaini even if siblings decide to go their separate ways, they need not leave on bad terms and can still stay brothers. The society is attempting recreate the "Great Harvest Hot Pot" an age old tradition dating back to the dawn of the nation where the population of Echain numbered in the hundreds and it was truly possible for an entire country to share one single meal. Since it is impossible for anyone to cook for over 4 million people in a pot massive enough to do so, the society instead proposes to gather 1 ingredient from each Region and recreate the same Hot Pot 9 times in each Capital. Each Region is encouraged to add more ingredients to their own Hot Pot so that it would be enough for everyone to get a serving. The Society is super optimistic and expects that this would catch on to about 100 people a Region.

The great northern tradition of hospitality, roaring fires, malt bear, ripe meat off the bone of fresh seasoned boar is brought out more for the visitors than any silly harvest moon. Caring more for the excuse to throw an event than anything else, none actually join the Society or really give much heed to them aside from serving food and drink.

One of the college students sheepishly talks the the Governor, "Ummm... thank you very much for the party Governor but we were kinda hoping to get the Regional Specialty: Peas. The Harvest Festival is a several hundred year old tradition and we kinda wish for everyone to be able to enjoy it. I don't think Northport has any boars let alone enough to feed several hundred ppl..."

"Go drink your Beer and don't bother the Governor, Pete." a woman shouts at the young man, she walks up to Governor Kuxnetsov and in a friendly manner, "sorry about that, we just want to let the whole country enjoy the same meal like how we used to do it before this whole war business. There are many kids that are growing up without learning of our heritage and Echaini culture is at risk of being lost. I know this is meaningless to you, who was not born here but it means a lot to the people of Northport, nearly all of whom is Echaini born. Could you please help us out and allow the Harvest Festival to be thrown in Northport?"

As politely as possible, the Governor declines to allow the Harvest Festival in Northport. He also informs them of the significant decline in pea harvests recently which has led to a slight shift in local food color.

The woman looks at you with a confused look for a moment before saying, "It's okay, I understand that the Regional Government is busy and does not have much to spare in terms of resources. We'll just work with the small cities and towns of Northport to help them prepare their own Festival."
