As my first act as governor of Plainsdale I move to start a public investigation into all productive land to investigate rumours of land lying fallow, with workers having been driven off the land by the fighting.

As the second act I move to establish a Plainsdale People's Militia in line with the powers given to me by the Constitution of August 29th. Each and every resident of Plainsdale above the age of majority will be given basic police training, with a cadre of semi-professional officers being selected from those with the highest aptitude. Every adult resident of Plainsdale will have all rights and responsibilities granted to a police officer by the federal government bestowed on them.

Even after some fairly basic investigation, your people report to you that there is in fact quite a lot of land left fallow right now, and not deliberately. It will take considerable time and population to bring those back to full functional production.

Right now guns are in very short supply, but basic unarmed training as well as the precepts of handling one's self in a crisis, fact finding and detective skills, as well as working in a unit are being taught to the people. This is a fairly unpopular move, and as a result only a very small number of people are doing their best and qualifying for officer status.

A capable team of researchers and bureaucrats should be assembled to comb through old government records cross-referencing instances of land wastage with property owners.

Those members of the militia showing most aptitude shall be placed into a temporary command structure and tasked with increasing the morale of the others.

A Board of Regional Export is to be set up with all grain and other foodstuffs intended for inter-regional sale being collected and sold at a price set by the board (once the Espada had been formally established.) Profits from the sale will be split according to the share of total weight of each foodstuff collected by the board.

The team will take some time to finish their work, but in the end they will find that all the land owners of the untouched land are dead to the Japanese or in the fighting to take the capital.

The board votes, unanimously, to have you as Governor set the price for food sales inter-regionally.

As each report of deceased landowner comes in their land is added to the growing number of farms held by the Plainsdale People's Agricultural Collective. An enquiry is sent to the collective asking whether there are enough workers for the land available and to hold an internal vote on whether the region should take steps to bring in workers from other regions, particularly Versberg and Lurem.

After a round of talks with prominent Versbergian interest groups it has been resolved that the focus of our efforts should be on recruiting workers from Lurem and Waltens instead.

The reports do seem to indicate that there are sufficient Plainsdale men and women to work the fields if needed, but only if their numbers are culled from the active Militia or Construction numbers.

OOC: Sorry, what do you mean, isn't every adult part of the active militia?

I send riders with posters, pamphlets and criers to Waltens and Lurem with the promise of communal ownership of land, construction jobs and jobs in the bureaucracy for the literate. Boat passage from Lurem to Plainsdale is available.

I start a fund for the purchase of tractors and other mechanised farm equipment to be paid for through public subscription.

An investigation into the suitability of our current mills is to be undertaken. With particular attention paid to those that might be suitable for mechanisation.

The militia, for gameplay stat purposes, is the armed and organized individuals who are local defense force. If that's everyone you have a hell of a problem. For reference.

OOC: They're not paid, and they all have a second job, but yeah the idea was that absolutely everyone had basic police training. I don't know if you want to retcon that, or figure out a way to stat that out. But I would like a non-professional police force.

OOC: For gameplay purposes I'm going to restrict things regarding functioning armed forces and 'everyone has training'. If you want more of your people to be armed forces (for various, gameplay balancing purposes) I'm going to require you to reduce your pool of Construction. I will assume the current spread on the sheet is okay?

OOC:Yeah that's fine.

I set 10 of my construction towards building local school houses. 10 towards rehabilitation of unused farm land and the remaining 10 should be held in reserve for the mill investigation and tasked with the repairs identified.


2 units of militia are tasked with patrolling the general area recognised as the border between Ppainsdale and Waltens in order to intercept any workers making their way to Plainsdale and direct them to the capital for processing.

OOC: So the perfect natural harbour to the north of Plainsdale is covered in mountains, is it possible/how much construction would it take to make it suitable for a trade port?

Summary of actions for new ruleset:
Attempt to increase industry through mechanisation of agriculture.
Attempt to increase industry through bringing in workers from Waltens and Lurem
Attempt to increase education/science through the building of schools
Attempt to increase trade through the establishment of a port if possible.
Direct both regiments of militia to patrol the borders of Waltens and Southport.
Attempt to raise more militia

Due to the lack of formal currency, high rate of collectivised farms and directly democratic nature of decision making foreign political scientists and economists would likely call the current Plainsdale economy Collectivism.

To expand on that Espada will not be used internally in Plainsdale. It will only be used for inter-regional purchases and sales. The people will instead be paid in non-circulating labour vouchers. The regional government will raise revenue solely from the export of goods of which it will have full control over.

Plainsdale Regional Ordinance 001A: Abolition of Property Sales


No land or productive enterprise residing within the established borders of Plainsdale may be bought or sold.

All land and productive enterprises currently owned by private individuals will pass into ownership of the regional government upon the current owner's death.

OOC: For the northern harbor idea, that'd take some real time and effort to blast away enough of the rock to set up a proper harbor. You could do so though, it'd just take several months. Also, I could see you trying an 'on the water' type harbor; less industrious and less infrastructure, but easier and quicker.

My long term goal will be establishing a proper port north of Plainsdale.

All construction materials necessary will be purchased from Lurem when funds earmarked from Bill 001 are made available.

A state-owned construction company will be created from the teams already in use and all workers involved will be paid in Labour Vouchers.

Turn 1
Increased usage of machinery has lead to an increase in returns in the agricultural sector, but a slight decrease in employment rate.

So far the efforts to hire workers away from Waltens and Lurem has been exceptionally successful, though is putting a bit of a damper on the budget.

Significant effort is put into re-establishing the school system across the Region, and basic schools are now up and running.

Ordinance 001A has gone into effect, to some mixed reception.

Scouting and planning for the Northern Port has begun, and will take a few more months to really see fruition. Word has reached you that Aberisk recently established a new port as well, which has dragged some of the trade lanes up north.

What about the heir to the property? It is their right to that property if they are assigned to it by the former owner. The right to property is, also, an unalienable right in the constitution. Meanwhile, your bill disregards any will or heir pertaining to said property and is violating the constitution since it would be taking away the heirs right to that property.

Also, if the owner dies without a will, then that property will be split among his family members equally and it is their right to own that property(this civil code should be established since the GM established a traditional criminal and civil code).

Therefore, the only way the government can take any private land is that the owner must state in their will that the land will go to the Government.

Not true. The constitution says nothing of a right to inheritance, and the Bill of inalienable rights was specifically intended to protect an individual's rights, not a collective such as that of a family. And given that the inheritance laws of Echain have always been malleable even for the monarch, there will likely be no written precedent of how inheritance must occur. This is merely a universally applied 100% inheritance tax on all land and productive enterprises. A power given to me by the constitution.

OOC: we are using normal civil and criminal codes since the GM doesn't want to go through the headache of making it. We "established" then at some point. This deals with crimes and the legality of other stuff, that also includes wills.

IC: We have established a common civil code that allows men and women to write wills. When they die, all their possessions will go in the manner that their wills state, including their property. Therefore, you are breaking 1) national law with this Ordinance as it will take away the power of the will (which would be in the civil code) and 2) violating the constitution by taking away the right of property from the heir of that property as they will become the owner once the former owner dies.

OOC: Sorry, you can't say we're not bothering to write the civil and criminal codes and then use an imagined one to try and argue down another law. Arche already signed off on the law going into effect. Besides, right to property doesn't exempt an individual from taxes.

1) This is not a law, its an Ordinance, so it can be overturned by a law...
2) I'm not using an imagined one, I'm using the common civil code that is bring used in most democratic nations back then. Also, don't bring up the argument of us not bothering to write a criminal and civil code. Unless you want to do it, I doubt anyone in their reasonable minds would want to make one from scratch for an RP game.
3) Arche signed off on this before he stated that we would use a normal civil and criminal code. Also, just because Arche signs off on it doesn't mean the Ordinance is against the law or unconstitutional.
4) why are you comparing your Ordinance to a tax? You are literally taking away an individuals ability to control where their property goes after they die. You are forcing it to go into the hands of the government instead of the heir who has the right to own that property. Meanwhile, taxes are payments to the Government so it can run... nothing radical like forcing someone's property to go to the Government...
