OOC: The Bank can only send money to the National Government, although if the National Government continues with its incompetency, it will use a couple loopholes available to it.
And that's saying something with what the Bank already did.

Due to the ongoing Espada crisis, and with its hands tied over LVs, the government issues IOUs in an Espada amount for each hour worked.

The Bank commends the Governor on his (OOC: I just realised I always presume male gender. Sorry if I'm mistaken) quick thinking. Using dedicated IOU's in a situation where the negligence of Central Government impedes the proper circulation of Espada is a fine solution.

We would also like to reiterate that the Bank won't suffer the National Government's inability to disperse Espada any longer than this month, and if the National Government once more proves this inability, the Bank will distribute 100 million Espada directly through the Regions.

OOC: If this was irl, it would be resolved in a day, but since people are not on and cannot vote for the budget, it is impeding our ability to do anything. So, please don't bring this matter up in-game and make the lives of everyone that is participating harder. Jesus...

Turn 2 Actions

The governor wary that he is starting to appear like a state-communist and risking losing the support of the peasantry, releases large amounts of state owned land to the agricultural cooperative.


OOC:Attempt to increase morale at the expense of the budget

The militia, with the governor now imprisoned, start a massive recruitment drive using the Governor's story of standing up to the Nat. Government as a recruiting tool.

Turn 2
The budget takes a hit, but people are over-all happier about the agricultural situation.
Japanese refugees sent from the Rangers have started arriving, wishing to begin working the fields.
The local Militia recruitment effort goes poorly, until news slowly reaches the Region from Central about the devastating battle there. Scared and worried about defending their homes, recruitment numbers swell up another full regiment.

Movie projectors, a trained projectionist hired as an instructor and the entire collection of Chaplin's silent works are to be purchased as is Vertov's Man with a Movie Camera. Echain's first cinema is to be erected in the market square of Plainsdale!

The cinema will be a state-owned business, however all decisions regarding the running of the cinema will be made directly democratically by the workers themselves.

Film and a Steenbeck editing machine will also be purchased, so that efforts may be made to translate intertitles into Echaini.

I would like to do these actions again, thanks.

Continue work on the port.

And continue work on getting more farms up and running.

A provisional tax rate of 3% will be set for this month.

Volunteers Needed For Spring Festival!

Beginning April 8th and going on until the 15th, a Great Spring Festival will be thrown in Aberisk City. This marks the first time in 9 years that the Spring Harvest Festival will be celebrated in Echain. The Echaini Harvest Festival coincides with the Takayama Spring Festival so it has been decided that both Major Festivals will be merged into one Great Spring Festival.

The Centerpoint of the Festival is a week long competition to  build a wagon float displaying the Culture and History of the Town/City. The entries will be judged based on beauty, complexity, awe factor and spirit. The Festival will include food, games, dances of both old Echain and Japan and will serve as a cultural exchange festival showcasing Echaini Culture to the new Japanese residents and vis versa.

Your Region have been have been invited to join in on the Festival by building a float that represents the Culture and History of your Region please send a group of Volunteers in order to build, operate and pull a wagon float. The only restrictions is that the float must be hand pulled, built to the dimension provided in order to fit on Aberisk city streets, do not use engines, and can be lit up by paper lanterns for the Night Parade on the Last day of the Festival. Everyone is welcome to participate and attend the Festival.

Turn 4
After a couple of months of deals and buyings of older equipment from Britain and America, the first Echaini film studio is founded; Plainsfilms. There are many local aspiring directors and actors who are quite excited at the prospect and are already petitioning the state for access to equipment.

Work on the port to the north continues. After weeks of seeing that exact same line on your reports, you storm off and demand to know from the local foreman some type of timetable. He gives you a best-guess estimate of 3 more months until it's serviceable, and that's without ship production capacity.

All month long effort is put into tilling and working the rich farmlands and putting them into functional circulation, an effort which is close to reaching completion at this point. Though lacking in some more advanced industrial machinery, as much land as can be tilled by what is available is currently in use and producing food as best as able. Problems of storage and distribution are starting to crop up though.

Though not directly affected, several Plainsdale people have heard about the Darpon situation and are not overly happy about it. The fact that Darpon managed to successfully defend several regions simultaneously has them fairly popular in locals' eyes, though.

Turn 4 Actions


The communal distribution centre in Plainsdale is expanded and refrigeration technology is sourced from abroad.

Road links to the prospective port site are made the priority.

Plans for a Grain Elevator are drawn up, to be built along side the port facility.

The Plainsdale Agricultural Cooperative is approached and asked whether they would prefer further storage capabilities, or whether greater infrastructure links would be the better investment.

A fine arts academy is opened in Plainsdale to take advantage of the cinema craze sweeping the region. It will currently be holding all classes in the recently created cinema, but a proper academy is earmarked for future construction. All access to filming and editing equipment will be placed in the hands of the faculty. Costs of the lecturers' salaries will be paid for from the revenue of the cinema. While a focus will be placed on cinema, classes on sculpture, architecture, painting, music and photography will also be offered.

An ordinance stating that all education is to be free in Plainsdale will be presented to the regional assembly for approval.

A volunteer fire department is started.

Turn 5
The pact with Aberisk leads to a temporary boost in Science.  Most of this effort is shoved into researching refrigeration techniques for large scale food production, taking some ideas from other nations and some internal innovations.  Overall food throughput increases as a result.  The science team also successfully designs plans for a Grain Elevator that can eventually be built at the port.

The Agricultural focus started several months ago reaches its conclusion, with increased food production and output thanks to more modern machines and more efficient usage of existing land.

Free education is being pushed across the nation, costing the Region but is well received.  Volunteer fire departments have cropped up in most of the cities across the Region as well.

The Plainsdale Agricultural Cooperative meets and, after some deliberation, informs the Governor's office that they would prefer a focus on infrastructure.

Construction on the northern port continues.

A few Japanese try to establish their own film studio alongside PlainsFilms.  They have difficulty getting ahold of equipment or crew, and after several failed attempts are physically run out of the studios area.  Further, Japanese people who were previously tolerated on the working fields have slowly but surely been fired, losing the ability to get any work or function across Plainsdale.

The cooperative is approached to answer for what seem to be failures to protect workers from unfair dismissal.

If evidence is not shown that dismissal was based on reasonable grounds a tribunal will be called and an investigation into the matter will be conducted.

If the cooperative is found to have acted in a discriminatory manner, a fine of 0.5 (budgetary scale) ESP is to be levied, damages awarded to the workers for time out of work and the workers reinstated in their old positions.

The cooperative has been meeting for the last few days and has concluded, decisively, that the workers were not unfairly dismissed. It was a clear and distinct situation of individuals, notably refugees who had sifted into the area, taking preferential treatment over locals and as such, being removed from their positions as a form of fine to prevent such bias from entering into the situation again. Further the cooperative agrees with the general consensus of barring the Japanese from further work in the area, to ensure no such problems occur again.

The anti-fascist taskforce is formed, and begins their patrols.

If not, I call a tribunal to investigate their claims.
