Capital will be invested in creating a cooperatised factory to produce tram engines and carriages including freight capable and refrigerated containers.

Plans will be drawn up for the major cities in Plainsdale to have tram routes installed. 

A dance hall will be built in Plainsdale.

Guidance is given to the Agricultural cooperative to slowly shift some of their crops to cash crops such as cotton, tobacco and oilseeds given Lurem's recent moves to start producing food.

The earlier failed policy of deprofessionalisation of the militia is once again tried. All Plainsdale citizens are enrolled in a 6 month long course in police training.

Tax will be set at 3% for the month.

Turn 6
Work has begun on a factory to produce tram engines, carriages, and other freight specifically with refrigeration in mind.
Planning has been completed for the most optimal routes for trams in the region.
A dance hall has been constructed in Plainsdale proper. It is quite crowded, at all hours of the day.
The Cooperative has been ordered to shift focus to cash crops. This will not take effect for a few more months, due to rotation cycles.
All citizens are forced to enroll in police training. This is exceedingly unpopular, and expensive.
Construction on the Northern Port is starting to take real shape and might be done soon(tm).

OOC: Jesus they hate it as much as if I'd murdered a rebel leader in cold blood? What the fuck is with these people? It's free night school! It's not that bloody taxing.

Major gardens and statues to the revolution are erected in Plainsdale and the surrounding cities.

A memo is passed through the government on speaking about the merits of revolutionary spirit and discipline. Forward thinking pop art artworks are commissioned from the Plainsdale People's Academy. The style is used to speak to the mundane nature of the militia's everyday humble heroism and as a reaction to the Socialist Realism of the ComIntern.

An emphasis is also placed on propagandising the problems of professional police forces around the world taking a note from the USSR's book and hammering at the US about their brutality against minorities.

Plans for a telephone exchange are to be drawn up and Echain Comunicações Cooperativa is founded. A focus is placed on building telephone lines between municipal buildings in Plainsdale, followed by inter-regional links to other region's main administration buildings.

To meet the need for copper for these lines, a survey team is sent into the hills of Plainsdale to search for copper veins.

The Agricultural Cooperative is given guidance to set up a large scale vermiculture plant in order to turn the over-abundance of agricultural green waste into useable compost. They are also given funds to commission a tractor capable of measuring the temperature of and turning compost from the Central Automotive Factory.

Negotiations are entered into with Student Unions across the region, asking what they believe could be improved about the deprofessionalisation of the militia.

Significant funds are spent on establishing major gardens and statues dedicated to the revolution and the Echain spirit across Plainsdale and nearby cities. A fair amount of propaganda is also being funneled out about socialism and militia service.
The Student Unions have a few responses, but the most predominant one has to do with the idea of removing the militia entirely and replacing it with a private force of a more elite variety, with better equipment and training. The theory behind this is that Plainsdale hardly has need for such a thing as is. Work on the Telephone connections is begun, the survey team is sent out, and work begins on the Vermiculture plant.

After months of work, the Northern Port is finally available and open for functional business. As of now it can service several small private and commercial vessels, and a few medium-sized ones. It as of yet does not have the space required for large-scaled vessels. There is a fair amount of pomp and circumstance during the unveiling ceremony.

Continue to promote the idea that the militia is non-elitist by design and that the inclusion of everyone is an egalitarian project. Its need is not that of a large conscript army, but as a social institution that allows everyone to live without an oppressive armed force keeping them in line.

The student unions are made aware that the militia will not be dissolved. Instead the subject of remuneration is broached and a stipend for studying policework is floated.

Set tariff rate at 3%.

Throughout the week a group calling themselves the Echaini Historical Society begin promoting the Harvest Moon Festival in every region. Their message is one of peace and friendship between all Echaini even if siblings decide to go their separate ways, they need not leave on bad terms and can still stay brothers. The society is attempting recreate the "Great Harvest Hot Pot" an age old tradition dating back to the dawn of the nation where the population of Echain numbered in the hundreds and it was truly possible for an entire country to share one single meal. Since it is impossible for anyone to cook for over 4 million people in a pot massive enough to do so, the society instead proposes to gather 1 ingredient from each Region and recreate the same Hot Pot 9 times in each Capital. Each Region is encouraged to add more ingredients to their own Hot Pot so that it would be enough for everyone to get a serving. The Society is super optimistic and expects that this would catch on to about 100 people a Region.
