Governor Lorissa Agueda will make movement towards constructing a Coal Mine 1 and all the appropriate infrastructure for Coal distribution. The Governor will be allocating 20 Construction to the project.

(OOC: The government of Waltens will initially focus on disaster relief and establishing at least a rudimentary emergency service cover for the most populated areas. This includes the renovation of local hospitals (and if necessary, the establishment of temporary first aid stations), the fortifying of paramedic and fire crews and the (re)organization of an unarmed police force. Relief aid will also include the organization of local teams to begin clearing any rubble, and an efford to open and/or restore as much existing infrastructure as possible, and establish clear lines of communication. The establishment of a coal mining sector shall also stand, with its infrastructure aimed at fulfilling domestic demand. - Also, inaugural speech and IC report coming forthwith.)

Turn 1
Emergency services get a big boost, pushing medical, relief aid, and fire control, as well as improving lines of communication. Right now true telegraph wires are rare and radios even more so, but people on horseback have made an effective temporary network.

Resources have been poured into opening the known coal veins in the nearby mountains, resulting in an increase in employment as well as the infrastructure that implies.

The following is a public statement published by the office of the Governor of Waltens

Dear people of Waltens and Echain,

I am sure that most of you are aware of the situation that has unfolded in Japan, and the resulting fleeing of Japanese citizens abroad, including to Echaini shores. It is at times like these, when what many perceive to be our enemies come to us for aid, that our moral fibre is best tested, and we should show our mercy and benevolence. Because in my mind, these people are not our enemies. They are kindred to us in fact, former subjects to harsh taskmaster, giving their all to make a new life for themselves in a new world. The government of the province of Waltens is of the opinion that we are morally obligated to help these refugees, give them sustainance and shelter, and allow them to build a new life amongst us, should they so desire.

Ever since the onset of the refugee situation, I have been into contact with the director of the Echaini Rangers orchestrating immediate relief, and I have offered to settle most of the Japanese refugees within my juristdiction, including those in need of medical attention. Waltens should provide a safe refuge for those who have suffered under repression and violence for as long as we have. I trust the good people of Waltens to treat these new arrivals as the guests they are. Any citizen of Waltens who is interested in making this operation a success is invited to contact the provincial government about volunteer positions and contract work in the fields of security, health care, communication/translation or sanitation.

(OOC: Waltens will be deploying her resources for the establishment of a medical evacuation site that could be used by refugees in need of medical attention. In addition, camps will be built to receive refugees allowed to resettle. Resources will be diverted to to provide sufficient food for both the local Waltensian population as well as incoming refugees. Volunteers will be recruited to help processing these refugees, and people who would be found capable would be organised to finally establish a militia for the province. Finally, steps will be taken with the aid of Senator Adamemnon to set up a regional radio broadcasting station and begin selling/distributing radio's)

Turn 2
Many Japanese refugees have fled to the area, almost all of them injured or sick and told they would find respite here.
Thanks to the efforts of the Ministry as well as Governor a National Park is established within Waltens which quickly becomes immensely popular.
Money is currently being dumped into purchasing Australian radios and trying to build radio towers in the major cities across the Region, making Waltens the first radio-having Region in Echain.

The Governate of Waltens would like to request reports on the following issues.

1) The state of the provincial food supply at this moment and the possibilities of expanding this short term through measures such as redistribution of public or confiscated lands or the re-exploitation of currently unproductive farmland

2) The possibility of kickstarting basic fishing and crab-fishing off Waltens' coastal waters with the distribution of boats, nets, etc.

3) Prospectors' assessments at the possibility of short-to-medium term exploitation of the silver and gold deposits in northern Waltens.

At the moment it seems to be doable with existing farmland to produce enough food to supply Waltens, not comfortably but serviceably.

2) The possibility of kickstarting basic fishing and crab-fishing off Waltens' coastal waters with the distribution of boats, nets, etc.
The fishing industry would expand considerably if cheap or free boats were offered to locals or companies. Of course it'd require the boats to exist in the first place.

3) Prospectors' assessments at the possibility of short-to-medium term exploitation of the silver and gold deposits in northern Waltens.
At the moment it seems that the silver and gold deposits are virtually untouched, with only surface mining done.

Volunteers Needed For Spring Festival!

Beginning April 8th and going on until the 15th, a Great Spring Festival will be thrown in Aberisk City. This marks the first time in 9 years that the Spring Harvest Festival will be celebrated in Echain. The Echaini Harvest Festival coincides with the Takayama Spring Festival so it has been decided that both Major Festivals will be merged into one Great Spring Festival.

The Centerpoint of the Festival is a week long competition to  build a wagon float displaying the Culture and History of the Town/City. The entries will be judged based on beauty, complexity, awe factor and spirit. The Festival will include food, games, dances of both old Echain and Japan and will serve as a cultural exchange festival showcasing Echaini Culture to the new Japanese residents and vis versa.

Your Region have been have been invited to join in on the Festival by building a float that represents the Culture and History of your Region please send a group of Volunteers in order to build, operate and pull a wagon float. The only restrictions is that the float must be hand pulled, built to the dimension provided in order to fit on Aberisk city streets, do not use engines, and can be lit up by paper lanterns for the Night Parade on the Last day of the Festival. Everyone is welcome to participate and attend the Festival.

After a long debate and a failed initiative to send a province-wide delegation to cooperate, it was decided that a volunteer group from the Azure Bay area would have the privilege of representing Waltens as a whole at the Spring Festival. Soon after, several individual volunteers from other parts of the province joined in and the provincial government was sure to include some actual artists and artisans as well.

From the governor's desk – March 1947

Fruits of the Sea (FotS) Initiative.

The Fruits of the Sea Initiative is a provincial support program that aims to kickstart a vibrant (crab) fishing industry in Waltens and thus provide employment, economically viable resources and an increase in food production in both quantity and varity.

The province of Waltens has commisioned the construction of 300 wooden fishing boats at the shipyard of Eastport, which will be gradually delivered over the following months. Waltens will also supply fishing materials, such as nets, hooks or crab pots. Groups of Waltensian citizens can apply to the FotS Initiative and can have a boat assigned to them. Experienced fishermen and sailors will be the first to be granted a boat, although they are encouraged to take along unexperienced trainees , who could later apply for their own boat.

The boats remain the property of the province (although it is considering allowing boats to be bought by their crews on a later date), which also takes care of heavy maintainance – although cleaning and small repairs are to be done by the crews. Initial usage of the boats is free of change, but the province requests a 25% share of the profits to offset some of the purchase and maintainance costs.

Industrial endeavours

Following the opening of the local coal mines, the coal powerplants in Cerne and Carvarvon will be rebuilt and extended to provide ample electricity to the Azure Bay region. The province will take extensive measures to lure potential industrial projects to the area, promising access to cheap power, cheap (because widely available) labor, and good access to Waltens' resources. Of particular interest of the province are food industries such as bakeries or canneries, as well as heavy industries who could benefit from the nearby coal mines.

Mining endeavours

In addition to continuing the exploitation of the Cerne coal mine, a silver mine will be opened in nearby Tazwel to exploit the silver vein there. This mine will be gradually expanded in the future. Proceeds from the silver mine will flow directly into the provincial coffers. Along the Anlento river near Orford, the ground will be broken to prepare for an open-pit diamond mine. Althoug both these endeavours are currently managed by the province, it is looking into selling them to private parties in the future.

Infrastructural renovation

In order to encourage inter-local trade and allow for prospective industry to be supplied with local resources, the province has decided to begin a program of road renovations. Roads will be gradually be brought up to modern standards, allowing increased (motorized) freight traffic. The initial focus is to improve the roads running from the southern coast through the Heartland to the Azure Bay region, as well as the main road connecting Guildford and Waltens City to Eastport. The province will also begin an assessment of the viability of (re)establishing relevant railway lines.

Militia conscription

The province of Waltens has at last decided to begin conscription of a provincial militia to provide addition security and manpower in case of emergencies. Selection is fairly strict and there is a heavy preference for people with previous experience in law enforcement and the military (initial recruitment will focus specifically on (ex) police officers and veterans), and with a significant level of physical fitness. Militiamen will be given a fair government salary and will be trained to provide patrol and law enforcement duties. The provincial militia will also be organized along those lines, while also taking advantage of the radio network already in place in the province.

Final considerations

The province of Waltens is currently not allowing foreign investors to invest or own business or property. However, it would like to come into contact with interrested foreign parties and is willing to recieve their proposals.

The provincial sales tax will be set at 4%

OOC: To sum it up:
- I'd like to commission 300 small wooden fishing boats from Eastport, to be delivered gradually, and then given to local fishing crews, in exchange of a 25% share of the profit margin from fish and other sea food sold on the open market. I'll pay Eastport 3 currency for this; 2 now and 1 next turn.
- Build up an (industrial) electricity grid and encouraging industries to settle in the area with promises of low power and labor costs and good infrastructural connections
- Opening mines to exploit the veins of silver and diamond
- A road renovation program aimed at better connecting the local economic and resource centers and allow for a better transit to Eastport.
- A selective recruitment of militiamen aimed at people with law enforcement and/or combat experience.
- Provincial sales tax set to 4%

Unfortunately he doesn't own a suit proper just yet, but fearful of appearing disrespectful he wears the nicest outfit he has, which is his father's old uniform.

The provincial capital building in Waltens City is still undergoing renovations, and the governor's office looking only half finished, furnished functionally with packed shelves and old-fashioned drawer archives. The governor stood up from his desk when mister Kuznetsov was allowed in, and gave him a firm handshake.

Turn 4
Local fishing industry is improved thanks to government programs and the massive influx of fishing boats, increasing the average intake of seafood by almost ten times. The old mines are also re-opened, and with more modern technologies work has begun on digging further to find any profitable veins for excavation. Roadwork is ongoing, and likely will not be done for several months, requiring further funding to continue each month.

The local militia receives unprecedented recruitment drives in the wake of the recent attacks. Though Waltens was not hit directly, people are scared. More than a few petitioners request the Governor speak with Darpon about full time security contracts.

From the Governor's desk - May 1947

The government of Waltens will continue the programs that were initiated last month, including the renovation of the province's road network, the extension of the silver and diamond mines and the distribution of fishing equipment (ooc: and the payment of the last 1 cred. to Eastport). Recruitment of militia will also continue.

Furthermore, the provincial government has begun the construction of a large steel mill in Guildford. An industrial railway will be laid between Cerne and Guildford to supply to mill with coal, and a dock will be built outside of Guildford to allow for the shipment of iron ore from outside the province. There is a priority to get at least one furnace operational as soon as possible, to get steel production going for the production of further railway tracks.

The government has been giving out subsidies for initiatives to set up trade school that would allow young people to enjoy a technical education and possibly a job in Waltens' growing industrial economy. It has also been encouraging and facilitating internship and apprenticeships with craftsmen and other skilled laborers.

Turn 5
The Guildford Steel Mill begins construction, though it will not be completed just yet. Similarly the Industrial railway connecting it to a supply has also begun work. The going is a bit slow, but steady.

Work continues steadily on expanding the mines, and slowly reworking the road network. Neither is complete yet.

Trade union encouragement has led to a bit of a drop in income, but an increase in several Echaini workers and craftsmen in the area. A few Japanese tried to similarly take advantage of this incentive, however they have been universally rejected from the union.

In light of recent events, the government of Waltens is interested in polling the Waltensian population on two specific topics.

- Although there is no Japanese minority population of note in the province, the popular opinion on the Japanese-Echaini. The government is interested in arguments, especially ones that do not link the Japanese-Echaini directly to the Occupation

- The popular opinion on Darpon. The government is particularly interested in knowing whether there is a noticable difference in opinion between the various socio-economic groups.

The census finally returns to the Governor's office. With regards to the first question, the overwhelming majority of the Waltens population believes that those of Japanese descent, being Japanese or Japanese-Echaini, should not be allowed the same rights and privileges of non-Japanese. A small majority believed they shouldn't be allowed to live or work in Waltens at all. Many of the, ah, usual arguments are given, but one includes the fact that people who look like the Japanese are just going to increase tensions wherever they work, as no one's entirely comfortable around them, and provoking the situation further by allowing Japanese to function in Waltens is just dangerous.

The popular opinion on Darpon is positive, though not overwhelmingly so. Some Darpon troops have already begun training exercises in Waltens, at the behest of Moff Kuznetsov, in areas well separated from civilian or industrial sectors.

From the Governor's Desk - June 1946

Several ongoing projects will continue to be worked on this month, including the renovation of the road network, the extension of the mines and construction of the Guildford steelmill and its infrastructure. Work is also begun planning and clearing the route of the first stage of the SIP. It is decided that the Waltens sections will be built starting from Guildford, so that the tracks made by the steel mill can be directly shipped to the building sites over rail.

In accordance with the Compact, Waltens will also be establishing the National Rail Workshop (NRW) in Guildford, which will be tasked with designing and building railways locomotives and cars for the SIP network. Priority is given to develop steam locomotives, but these are plans for diesel trains in the future.

A road will be constructed between Trent and the gold veins in the Cape Jungle in accordance with the Gemini project between Waltens and Aberisk. The road between Trent and Pershore will be given priority in the renovation scheme for the same reasons.

Finally, work will begin on expanding the port of Pershore. A new freight terminal and cargo dock will be built to facilitate the anticipated increase in cargo as the result of the SIP, Gemini project resource exchange and increased overall production of the Azure Bay region industry.

Ooc: actually finally, 1 Es will be spent buying shares in the EILC, and 0,5 Es will be transfered to Moff Kuznetsov for improving Waltens' security situation.
