Pamphlets and posters are printed and dispersed throughout the nation.

They state that due to the increase in industry and trade in Lurem, many high paying jobs have opened and are left vacant due to the lack of individuals to take the place.  

This is an attempt to bring more people to Lurem and attempt to stimulate Industry with cheap labor.

As an aside in the poster, there is a statement that warns Japanese and Echaini-Japanese about acts of violence in Lurem concerning "their kind".  It is recommended that they do not come.




Also, spies are sent out in order to find the vassals and the 10k that left with them.

A message is sent to all the rebels currently hiding in Lurem or wherever. They are told that if they were forced into the vassals army, they will be cleared of their crimes and allowed to live in Lurem peacefully. Everything will go back to normal. Any actions against them is punishable by death and will be enforced by the region. This offer excludes the vassals and their officers.

As an extra incentive, all rebels that come back are given small funds in order to rebuild their homes and/or livelihoods.

1) Spies are sent out to find the rebels.

2) The message states above will be sent to them.

3) Surveyors and Farmers are sent out throughout the region to find sutible farm land that requires irrigation and any unexplained resources in the realm of Lurem.

4) The designs of the canal are to change concerning the compact made between the regions.(The Canal will only be developed for irrigation, not trade. Measure will be made to make the transition possible if necessary.)

5) Personal are sent out in order to find out about the conditions of the fire department, hospitals, and police.

6) Personal are sent out in order to reorganize the provinces previously controlled by the regions. They are to be integrated into the regional administration.

Turn Actions:  The Bill

1)  Actions concerning rebels as stated above.

2)  A focus on assimilating the Japanese population and attempting to make the people of Lurem not hate them...(As stated in the bill above)

3)  The canal is to be turned into an irrigation canal instead of a trade one.  This is only to be temporary and measure to change this easily should be implemented.(No meta-gaming Felix, there should be no way you learn this since you have no secrecy.)

4)  Subsidization of Industry and resource gathering will continue.(Please tell me if I need to add more funds to this)

5)  The expansion of the educational system will continue and the construction of the University will continue as well.(Please tell me if this needs more funds as well Very Happy )  Throughout the region, adult education centers will be opened for citizens above the age of 17.  These centers will have participation as voluntary and will teach basic Echaini, Math and Science.

6)  More weapon factories will be constructed.  Their focus, alongside the current one built, will be to produce small arms(Handguns, rifles, etc...) and their respective ammunition.  All the schematics and equipment has been supplied by Central from our deal.

7)  Lumber mills and facilities to make building material(bricks, concrete and cement) will be constructed by the government and opened to the private sector.  This is to capitalize on the building material monopoly given by the compact.

Cool  Farmers will be hired and subsidized by the regional government to start production in the region to capitalize on the joint monopoly given in the compact.  Extensive irrigation is to be implemented throughout the plains in the region to assist in the expansion of agriculture.

9)  A court system will be implemented throughout the region to enforce previous and future laws.

10)  The previous months festivals will continue and a region-wide event will be held.  Posters will be spread out asking for athletes to try-out and then compete in "The Games".  This will be an athletics competition held in Lurem.  Every town, village and city should send their best athlete to compete in The Games.

Summary:
-Rebel actions as stated above.
-Focus on decreasing ethnically driven tensions.
-Canal will turn into an irrigation canal that can easily be turned into a trade canal.
-Industry and resource gathering subsides will continue.  
-The expansion of lower education and the University will continue as well.  Adult Education Centers established.
-More weapons factories built.  Production focuses on small arms(Handguns, rifles, etc...) and their ammunition.
-Lumber mills and facilities that make building materials(bricks, concrete, and cement) will be constructed, opened to the private sector and subsided.
-Irrigation will be implemented on the plains near the rivers south of Lurem(the city).  Farmers will be hired and subsidized to work that land.
-A court system will be established alongside a new and modernized police, fire and ER services.
-Festivals and "The Games" will be prepared to increase Morale.

Fund Allocation:
1.7(taxes&tariff) + 2 ESP(Loan from Eastport) = 3.7 ESP
All of it will be used, but .5 ESP.  Tell me if I have to specify spending. Very Happy
The .5 will be put into the EILC.

Turn 5
There has been no sign of the rebel scum.

Scouts and surveyors report that there are precious few additional bits of arable land or other noteworthy resources as yet undiscovered.

The canal has been shifted to mass irrigation, which is a boon to the functional farms and fields.

The Fire Departments have some functionality. The hospitalization situation is growing worse, and the near total lack of proper police isn't currently a problem.

Effort is spent attempting to force the provinces to bow to Regional authority, submitting to a central bureaucracy. This is not received well, and is going to be ongoing.

Money and time is continuing to be spent on expanding the University as well as working the logging and mining industries. This is listed as ongoing 'forever', at the moment. The University has been constructed, though is not overly large yet, and is still hiring faculty.

More weapons are produced, and piled into the storehouses. Construction facilities, focusing primarily on timber, stone, and iron, have begun plans and construction and will be done in several months.

Previous work on upgrading the militia is about as done as it's getting for now.

A system of laws and courts has been drawn up and is being enforced across the Region, to some mixed but overall positive reception.

The announcement of the beginning of the Games has spread, and people have started volunteering. As expected, Japanese are being barred from entry by those involved in screening and scheduling the events.

Effort is being made to force relocate the Japanese into their own cloistered zones, draining the coffers a bit. For the most part, the Japanese go along with this. A few do not, and are not heard from again.

Lobbiers from multiple political groups across the region have started formally petitioning the Governor's office to legally remove the Japanese from Lurem entirely. By force, if necessary.

Essentially, how many people support the petition to kick the Japanese out, how many are okay with them being in disclosed areas, and how many are okay with keeping the Japanese in the society, but as second class citizens?

Turn 6 Actions
-Continue construction on the canal.

-Subsidization of general industry will continue.

-Continue attempting to establish the regional authority over the provinces.

-Attempts will be made to revitalize the police department, fire department and hospitals in the region.  A search for volunteers will commence.

-Logging and mining industries will continue to expand.  No goal will be given other than to increase production.  Ultimately, they want to be able to supply the whole nation in both industries.  Priority is to be placed in Walmer concerning Lumber due to its proximity to the Forest and Jungle.  It is to be designed in as the Lumber capital of the region.

-The militia will be converted into a police force.  They will start rounds around the region.  All policemen will be taught extensively about the constitution and the laws of the region and nation.  They are to enforce all of these.  Policemen will also be armed with weapons from the factories.
Instructors from Central will come and train the policemen.  However, every policeman must swear an oath of upholding the ideals and honors of the Guards.  Training concerning weapons and everything else is to start immediately.

-Weapon production will continue and traders/merchants are hired to travel around the nation, establish stores and sell these weapons.  This will be run by the regional government and all of the profits will go 25% to the merchants, 25% to the weapons manufacturers and 50% to the regional government.  Priority will be given to all the regions in the compact.  Darpon will, also, be approached concerning these weapons.  A shop is to specifically established where Darpon is established.

-Im guessing since racial tensions have ended, the laws concerning the Japanese are useless and therefore deemed null and void.

-The main focus of this month will be morale and it will be centered around The Games.  One week of the month(The last week) is dedicated solely to The Games and everyone goes to Lurem to witness the event.  Athletes from all over the region compete against each other in dozens of different sports and games.
Film-makers, playwrights and storytellers are invited and asked to compete in a competition alongside The Games.  They will all have 3 weeks in order to make their product and they are to perform and/or show it to the people during The Games.  Votes will be held and the winner will get a prize of ESP.  This is to push for some culture in the region and make people interested in the arts.

-Funds will be allocated for the SIP.  Construction will immediately begin for all the infrastructure concerning Phase 1 of the SIP.

-The University will continue hiring faculty and is to start looking over seas for potential professors.  Two departments are to be made initially and will consist of most of the funding: Agriculture and Weapons engineering.  However, students/professors have the ability to approach the university in order for funding concerning matters other than the two stated above.

The focus of the Agriculture facility is to increase the productivity and efficiency of the farms in Lurem.  Crop cycles, fertilizers and etc.  Also, they are to attempt to start rubber farming in the region.  The main goal is to find a way to effectively grow and farm rubber trees in Lurem.  Students are, also, sent out to receive samples and experiment throughout the farms in Lurem.

The Weapons engineering facility is to start researching ways to increase the efficiency and productivity of the weapons factories in Lurem.  They are, also, told to design and experiment new weapons designs.

-Freight trains are to be established between Walmer and Meiral in order to increase the efficiency of the transportation of Lumber.

Fund Allocation:
Everything should be funded as needed. Very Happy

All current projects continue work.
Effort is burnt on expanding the Police, Fire, and Hospital divisions of Lurem and trying to get them more up to code.
Even more money is being burnt on expanding the logging and mining operations further.
The militia is reformed into the police, which is a somewhat unpopular move, but sees no real resistance.
The University, which is still hiring people, begins focusing heavily on Agriculture and Weapons Development. The Weapons department seems hopeful they'll have a brand new design for you soon(tm).
Work is begun on establishing a railyard, rails, and trains between Walmer and Meiral.

Turn 7 Actions:

1)Continue all projects In Progress and Ongoing.

2)Send out surveyors in order to check the state of the roads in Lurem.  Actions will be made in order to put them in proper condition and maintain them properly.

Increase Morale and possibly efficiency of Industry.

3)A department of Sanitation and Health is to be established in order to regulate trash.  They are to also investigate the situation of health in the region.

Garbage trucks from Central are to be taken and used immediately to gather trash.  Regular routes will be established for weekly trash gathering throughout the region.  Trash is to be transported to Roehester to a designated trash dump area.

Plans are made to build an incinerator and a Recycling center in Roehester(Lower Lurem).  Construction will not begin.

3 bins are to be given out to every household in the region.  These bins will be designated as trash, recyclables and organic material. Recyclables are to be gathered on days that trash is not being gathered and sent to Roehester in a dump separate from the trash.  

Trucks will be outfitted to carry compost and sent around to gather organic material.  An area will be designated in Roehester for compost.  Compost is to be distributed throughout the farms in Lurem in an attempt to boost productivity.  Trucks are, also, sent to Eastport to transport pre-gathered and processed compost to Lurem's farms.

Every household gets taxed $2 a month for the trash services.

Industry is offered the ability to gather metal and other material from the recyclable dumpsite at a small fee.

Increase Morale.  Increase agricultural productivity and possibly industry.  Tax should decrease maintanence

4)Attempts to expand the current weapons factory and build new ones are made.  This is to be a minimum priority.(To be built as slowly as possible in order to decrease the current costs necessary to build)

Increase Industry

5)Tractors received from Central are to be immediately sent out to farmers.

Increase Agriculture

6) Patrol boats are to be designed and constructed for the use of the police to secure the waters around Lurem.

Increase Security

7) The police will be assigned the role of established a border patrol.  Their job is to stop any fugitives and criminals from crossing the border.

Cool  A Department of Finances is to be established in order to regulate, administer, and strengthen tax and tariff collection.

The Deputy Governor of Aberisk immediately move to block all of Lurem's attempts to construct on Fishleep. The Aberisk/Lurem Fishing Rights Treaty Is used as evidence. The Island is currently under the Jurisdiction of Aberisk and the CoG

How many patrol boats are you trying to build? And, uh. Also your shipyards aren't super well equipped for military ships, unlike Eastport and Southport, so you could also consider buying from them.

The Academy City Initiative sends Lurem a list of food waste that should not be attempted to be turned into compost. This includes paperwaste, meat, bones, dairy products, oils, human fecal matter, mustard greens (and other plants that absorb chemical toxins, tulips (and other flowers that absorb heavy metals), these materials and many more will contaminate the fertilizer with dangerous toxins, fungus and vermin and should be eliminated through incineration or through a fermentation process. A suggestion is made to avoid exposing the compost to open air and risk poisoning the water supply. Also any industrial sized compost/fertilizer warehouse should take care to avoid the build up of methane gas, which is flammable, and hydrogen sulfide, which is extremely toxic and volatile when mixed with oxygen.

Precautions are made to follow these guidelines.

Construction has completed on the... construction facilities! Leading to improvements in overall construction time for major lumber and stone projects. Similarly, enough educators are now employed at the Lurem college to allow for classes to properly begin. The Bureaucracy has been formally enforced upon the region, and though not well received, it is functional. The patrol boats of a non military variety have been constructed and are actively patrolling their assigned areas. Munitions are now being sold to Waltens monthly for 1 ESP. A Sanitation & Health department is established, is currently utilizing dump procedures to deal with the trash situation, and is following Aberiskian guidelines.
