Due to geography of Echain, wind is not an option. Geothermal yes, but mostly Voros and Northport (low-tech). Solar collectors are possible practically everywhere, on the other hand, they take up lots of space and aren't that efficient.

Note where Echain is, the shape of the Aberisk mountains, and the color and direction of the wind currents. I would say that rather than solar, wind shall be the primary producer for Aberisk

I think it's a brilliant line of inquiry for you to set for your universities however, and creating solar cells would be a niche Echaini industry could take advantage of.

You could make solar water heating a priority though. That's a technology that's available at this point.

Also exactly what WW says. I do not need to produce enough power to beat coal, I just need to produce enough power for 200,000 people. With the vastly simpler infrastructure that renewables take up compared to coal plants I can afford to build as many of them as I want and solar energy is not just electric. The fuel savings is generated from heating water. Do you know how much fossil fuel is used to heat water alone?

As GM I'm going to weigh in on this. I'm going to allow this... provided you give me, in private or otherwise, a good reason where and why your character came up with these ideas. Because, to use an example, an astute D&D player can invent a 'gun' in a medieval setting because the player may know how to make one work, but I'll only allow it if the character comes up with a good reasoning for reaching that point.

For wind power, height is paramount. Yeas, Denmark and Germany have wind farms in lowlands, but that is because of the local geography that essentially "funnels" air through these parts thanks to continental-oceanic pressure difference (which is lacking in Echain) and because technology did progress a lot.

OOC: Take a look at the map of Echain, on one side of AC is a Plateau and the other is a high Hill. Both of them are covered in dense Jungle which acts as a natural Wind Barrier. The Shape of the Peninsula also channels air toward the only break in the tree line, which is exactly where AC sits. Also, over 25% of the Philippines Energy Production is from Solar/Wind/Biomass and the Strong Trade Winds which was integral to the reason why Europeans were interested in Pacific Trade also blows through Echain at it's strongest. Also, I have an IC reason for why Mr. Gollvieg knows about the Strong Winds and it's pretty sad.

OOC: It is a common misconception that alternative energy is somehow more advanced than fossil fuels. Wind Generators are the most simple systems in the world of electricity. Hundreds of thousands of people build their own and in it's most simple designs, it is just a generator with three blades stuck in where the crank would be. They are not complicated, that is a product of the oil and coal companies' propaganda campaign that started in the late 1890s and continues onto this day and we all know who has more money to bribe and lobby legislator to create laws that ban wind generation. Since I am neither a Oil Baron or a beneficiary of Oil companies, I don't give a damn about what they think.

Turn 4
Massive output of researchers and developers into the restructuring of the frankly terrible infrastructure of the Region, and work will be ongoing for at least several more months. Right now work on hospitals has progressed nicely, as well as design schematics and functionality for proper air power plants, though construction is being severely hampered due to lack of proper equipment. Several hospitals are brought up to a more modern standard, and work has begun on bomb shelters in key areas across the Region.

The odd decision to help finance low risk industries has resulted in a large number of new companies setting up shop, hiring the much cheaper Japanese labor, which causes some social friction. More than a few processing and distribution companies crop up across Aberisk, functioning in conjunction with other Regions in terms of import and export.

The police force, fire department, and forest departments are expanded and have many volunteers.. especially the fire department. Local schools are also standardized and controlled by the government. A small collegiate for adults has been setup, but has only just begun establishment and isn't ready for new students.

The road between Aberisk and Lurem is completed, hopefully connecting the two Regions literally as well as symbolically.

The Festival had mixed results. While the Japanese absolutely loved it, many Echaini were turned away due to lingering prejudices and some concerns regarding the behavior of the Japanese, as well as a general dislike of the food.

Turn 4

Using the 10 Million Espada Loan borrowed from the National Bank, the following projects are made this month.

1) The Previous Month's construction projects are continued with the addition of Northport's Industry helping build infrastructure and power systems and Central's famous Royal Guards helping train police officers and bringing standards up

OOC: Industry/Security Investment

2) Aberisk fulfills it's part of the TACTIC treaty by sending 3 Science worth of Specialists to Plainsdale, Northport and Central with orders to help development along the lines that the Governors set. 3 Science is reserved for Aberisk.

OOC: Add 9 SCI to this month's revenue calculations.

3) Immigration Education Centers are established in Aberisk and they specialize toward Reading/Writing Echaini, Echaini cultural norms and etiquette, laws, and conflict resolution. Residency status in Echain is dependent on the satisfactory completion of this course and is made mandatory for all immigrants. In return, the Regional Government will pay for and sponsor the citizenship of those who complete the courses and there is no tuition for the courses.

OOC: Science/Reduced Race Tension Investment

4) A minimum wage standard is established to equalize wages across all races and raise wages across all of Aberisk to the Cost of Living. Companies that willingly adopt this standard within this month will gain an extension to their tax breaks, those that do not do so within 3 months will immediately start paying taxes.

OOC: Reduce Race Tensions/Increase Morale

5) Strategic Business Loans are targeted toward Pharmaceutical Companies and the Chemical Industry with safety regulations established to protect residents and the natural resources of Aberisk.

OOC: Heavy Investment into Industry

6) The docks in Aberisk, IoG, and Fishleep are expanded to be able to accept Flying Boats and Seaplanes. This can be done relatively quick and cheap due to the nature of Seaplanes not needing expensive runways. In addition, efforts are made to buy the retiring Short Empire Flying Boat average cost in 1946 = 48,830 British Pounds ($4760.48 ESP Yes I checked, Britain's Economy obviously took a massive beating during WW2 which is why I wanted to trade with them as their imports are extra cheap) at least ten of these planes are to be purchased along with replacement parts. Aberisk also begin training pilots and the Department of the Forestry and Fire Departments will begin training Para-Medics and Fire-Jumpers.

OOC: Trade/Security Investment

7) On both sides of the Aberisk/Lurem Road, a swath of land is cleared in order to prevent the Jungle from retaking the road, this cleared land will extend from the Road all the way to the coast and half a mile inland. In order to prevent the Jungle from regrowing, Sunflowers are planted on the cleared land. (Sunflowers has the symbolic meaning in European culture of Dedication; while in Japanese Culture it holds the meaning of Hope and Recovery) Surveys and Plans for the construction of Synthetic Oil Plants along the Fertile Sea are made with the intention of beginning construction ASAP (The exact moment Aberisk hits 15 Science). The Road is named the King's Hope Highway

OOC: Industry/Culture/Morale Investment/Race Tension Reduction

Cool A Flood Diversion Lake is created in Academy City in order to reduce strain on the flood diversion systems and store water in case of drought. A park is built around this lake and a Statue Remembering the lives lost in the University Fire is built. This park is dedicated, University Memorial Park. In addition, many water catching and recycling systems are built in order to reduce strain on flood diversion systems and also store water in case of a drought.

OOC: Security/Morale/Culture Investment

A tax of 0% and Tariff of 1% is set for this month.

OOC: An epic battle happens on Mt. Voros this month in which two leaders try to push each other into opposite pits of lava, they are cheered on by their followers which seems to give both participants superhuman strength. A group of men dressed like the Turks form FF7 shows up and desperate to impress, one of the participants punts the other a good 10 feet away and into a pit of lava.

I also forgot to add in the beginning, I continue surveying sites for geothermal plants and also add sites for hydroelectric dams and the lumber gained from clearing the forest is given to the citizens of Aberisk to subsidize construction costs. (I guess that can be for influence gain since most of my projects don't require that much lumber.)

Turn 5
Previous Turn's projects (Wind Power, Infrastructure restructuring, modernizing hospitals, bomb shelters, and college) are all ongoing for at least one more month. Specialists from Central and Northport help shore up police and factory standards.

Several Immigration centers are bombed across the month. A few Japanese attempting to attend are physically refused entry by mobs. No deaths in these incidents thusfar.

Loans and incentives convince a few Echaini companies to start up new ventures in Aberisk, primarily of a pharmaceutical lean.

The docks are being worked on and supplied to expand to support seaplanes. This will likely be done next month. Several fairly cheap seaplanes are also procured, though they will not arrive for several weeks.

The King's Hope Highway begins clearing, planting, and construction and will take several more months to complete. Plans for Synthoil plants are already completed.

The water diversion systems are completed, and will likely be helpful when rainy seasons hit. The memorial parks are also completed, and frequented by many Echaini of all types. No Japanese people are allowed, of course.

The close proximity to Northport as well as the large number of local Japanese refugees has lead to a steady increase in violence. Killings are being reported almost daily at this point.

Due to recent events I have decided to reach out to the people of Aberisk. I emphasize that as the most resource scarce Region of Echain our only advantage is in our education and science cannot be advanced while in a bubble, it is through the contact and co-operation with different cultures and peoples that science can truly be evolved. Thus I ask the people of Aberisk if they will be able to tolerate the presence of Blacks, Romani, Jews, Southeast Asians?

Aberisk just experienced a massive skill and labor shortage that cannot be solved with the internal movement of the population, we need specialists from all over the world if we are to survive.

Turn 5 Actions

OOC: It's time to get anime Cool

1) Continue to fund all projects and upkeep. I also begin construction of a Hydroelectric Dam near Bencanta with the consideration that Bencanta would be out of the damage zone in the worse case scenario of the Dam breaking.

OOC: Increase Science, Industry, Morale, Security, and Trade

2) I form the special investigation unit: JUDGMENT focused toward internal security and combating criminal organizations. 1 million ESP is put into rapidly setting up this Unit with the promise that if they recover the missing 1 million ESP it will be put toward their budget as a bonus. I also task my intelligence agents on this theft and make it a race.

OOC: Increase Security, and Secrecy

3) I get into contact with the American Civil Liberties Union and request their help in creating a fair and equal law system and corporate regulations. I also offer to fund a branch of the ACLU in Echain called the Pacific Civil Liberties Union.

OOC: Security/Culture Investment

4) Efforts are put out to begin recruiting skilled experts throughout the United States. An incentive in the form of a 4 million ESP relocation bonus (evenly distributed among those that sign up). Special Preference is placed toward those that have experience in the aeronautics industry such as pilots, mechanics, engineers, support crew, designers, manufacturers, and those with military experience. The only major barriers to entry is that they must follow the law (which the ACLU are helping to improve), and they must understand that race and gender have no hold within Aberisk and everyone is equal under the law. In addition to the sign up bonus I also emphasize that Education and Health Benefits are free to all residents of Aberisk and that those with the inclination for it would be offered high paying posts as educators, police officers and researchers.

OOC: Science/Security/Culture Investment

5) I begin construction of a long range Telecommunications Relay Tower on the highest point in Aberisk, the Island of Grain (now named Shin Nagasaki). This tower will serve as a relay hub to boost international radio signals coming from and to Echain, in addition it transmits television and AM Radio all across Echain connecting us to the outside world.

OOC: Major Trade/Culture Investment with some Science benefits from International Science Associations.

6) A new city with the name Castor shall be built on the closest point between Aberisk and Waltens infrastructure and roads will be put down with considerations for Heavy Manufacturing and Chemical Plants. The Gemini Research Labs shall be built there to train and employ Material and Chemical Scientists. The foundations and pipelines for the Synth-oil Plants are put down. Oil rich plants like sunflower and Castor plants are gathered in order to research oil production.

OOC: Major Investment into Industry and Science

7) Hythe will begin construction of a road along the coast to Casel, the foundation shall be built and reinforced to be able to support a network of Heavy Freight Trains and designs for an electric train is researched.

OOC: Trade/Industry investment

8 ) The Aberisk Academy of Aviation is established in Casel in order to study aircraft design and train aviation mechanics, pilots and support crew. and plans for an International Airport is drafted. In addition, a 1:1 scale wooden mock up of a late war Japanese Carrier is built as accurate as possible near the Aviation Academy in order to teach Carrier operations. Cheap 1:1 scale wooden props of tanks, trucks, pillboxes, supply ships, destroyers and a 100ft diameter bullseye are also built on the the training grounds using the extra lumber from the King's Hope Road project.

9) The School for Advanced Mathematics is establish in Academy City in order to teach advanced math and algorithms.

Turn 6
Work on restructuring the infrastructure has finally completed. Similarly, the docks have finished expansion work to support seaplanes and the like. Work continues on the wind power project, bomb shelters, Apollo, the college, and the Aberisk - Lurem road.
Construction on a hydroelectric dam is begun, and will take some time to finish.
The formation of JUDGEMENT has begun. It will not be a functional department for a bit, however.
The ACLU responds with flowery words of support and aid that ultimately mean nothing.
Thusfar no States citizens have responded to efforts to hire them.
Construction begins on the International Echaini Radio Tower, and due to its difficult to reach location it will be difficult both to build and to maintain.
Construction of the new city of Castor has begun the planning phases and will take most of the year to finish.
The coastal road plans and construction have begun.
The model carrier has been completed, and is already being used for training and tourism.
The School of Advanced Mathmatics has been established.

I immediately form a Bureau of Sanitation and task them with the setup of a true Trash Collection and Recycling system. A dumpsite is reserved in the city of Castor in order to gather all the garbage for sorting. The Gemini Research Labs is also tasked to research an incinerator that would be able to power a steam turbine and denature toxic gases.

A survey is passed out to the people of Aberisk:

The Last 4 months under the administration of Governor Gollvieg has have seen an unprecedented rise in Aberisk's total Domestic Output (GDP) from 16 Million ESP to 23 Million ESP. This means that the GDP per resident of Aberisk rose from 80 GDP Per Capita to around 100 GDP Per Capita. This is an overall economic growth of 25% in 4 months, compared to the United States' 9.95% growth over an entire year. In just a sort amount of time the combined efforts of the citizens of Aberisk have directly challenged the Japanese's Crown of Fastest Growing Economy in all of Asia, if the current rate of growth continues in the coming future Aberisk has a real chance of officially gaining the title of "Fastest Growing Economy in the World," for a Region that was devastated by the occupation and possess no natural resources at the beginning of the year Aberisk is rapidly becoming the Strongest Economy in Echain. Next month, Phase 1 of the Academy City Initiative will be completed and in order to accurately determine the increased quality of life in Aberisk the Regional Government would like to ask the following questions:


  • Are you currently employed? Y/N

  • Is your current salary able to comfortably take care of your needs and the needs of your family? Y/N

  • Did the overall Quality of Life improve for you and your family? Y/N

  • Would you like for the Regional Government to help you find better jobs that fit your skills and needs? Y/N

  • Would you like for the Regional Government to limit the illegal possession of firearms and increase the quality of Police Officers in order to increase Security? Y/N (OOC: I don't think Aberisk has an idiotic level of gun culture but I gotta know)

  • Would you rather:
    a) Pay no taxes and low prices on imported goods but pay 100% of the education and healthcare cost for your family.
    b) Pay a reasonable level of tax and on imports but receive free education and healthcare for you and your family.
    c) Pay a moderate level of tax and receive cheap imports, free education and healthcare for you and your family.

Actions:

1) Continue funding Maintenance and Ongoing Projects

2) Establish Regional Dumpsite in Castor, Sanitation workers will be hired and paid 3 times minimal wage to collect, sort and store garbage. Care will be taken to prevent environmental contamination and pollutants.

3) Plans for Fire Containment systems will be added to Castor City Plans in order to prevent Catastrophic Chain Reactions. Fire Fighters will be trained in Hazardous Environment Operations in order to fight Chemical/Metal/High Temperature Fires.

4) A portion of Aberisk City will be established to serve as an entertainment district. Building/Business permits will be free for Dance halls, Cinema Theaters, and other non-adult entertainment Businesses. Businesses Serving alcohol, recreational drugs, and prostitution shall be highly regulated and monitored in order to prevent criminal activities, adult entertainment businesses without permits will not be allowed to operate and will accrue fines for operating illegally.

5) Investigations into the black market and criminal activities inside Aberisk will begin

6) Due to a family emergency, Governor Gollvieg will have to take a leave of absence for a period of 1 month. The Deputy Governor will be in charge in the meantime.
