I guess we can put it inside the confides of the cemetery and just mark it by a stone with the inscription "Here rest 5000 traitors to Echain, may the Lord forgive there sins, for we cannot!"

Volunteers Needed For Spring Festival!

Beginning April 8th and going on until the 15th, a Great Spring Festival will be thrown in Aberisk City. This marks the first time in 9 years that the Spring Harvest Festival will be celebrated in Echain. The Echaini Harvest Festival coincides with the Takayama Spring Festival so it has been decided that both Major Festivals will be merged into one Great Spring Festival.

The Centerpoint of the Festival is a week long competition to  build a wagon float displaying the Culture and History of the Town/City. The entries will be judged based on beauty, complexity, awe factor and spirit. The Festival will include food, games, dances of both old Echain and Japan and will serve as a cultural exchange festival showcasing Echaini Culture to the new Japanese residents and vis versa.

Your Region have been have been invited to join in on the Festival by building a float that represents the Culture and History of your Region please send a group of Volunteers in order to build, operate and pull a wagon float. The only restrictions is that the float must be hand pulled, built to the dimension provided in order to fit on Aberisk city streets, do not use engines, and can be lit up by paper lanterns for the Night Parade on the Last day of the Festival. Everyone is welcome to participate and attend the Festival.

I will print Mr. Gollviegs message on pamphlets and hand them out in Central. If people wish to partake in the festivities and to construct a wagon float it is their personal interest and I see no point in any support from the Central government contributing to this financially .
Yet I call all people who wish to join in, to partake on their own, for example my familiy and I will attend the festival in Aberisk.

Taxes are to be set to 4% for inhabitants of Central, as well as for all companies .
I also want to anounce that any foreign companies that wish to establish themselfs within Central need to present themselfs to the governor to be approved.
This will be done on a case by case bases without any exceptions.

Edit: Changed to 4%, as it was set to 3% through a missunderstanding on my part. Tariffs are to be set to 0%.

OOC: Sorry that I post this so late regarding taxes and tariffs, but when I saw the State sheet I think I had I big misunderstanding. I thought the 4% would be seperate and not that the % for taxes and tariffs are added up!
In this case I will set the % for taxes to 4%; as I do not want to lose influence tariffs are to be set to 0%.

In response to the fact that the new factory in Lurem seems to put out FG-42s on a faster rate than we do, we will, after the end of the month, reduce the production of said guns.
In response we will focus our small arms facilities on the production of the Nambu Type 96 & 99 LMGs as well as Japanese Pedersen rifles.
Both will be produced in slighter variations from the standard issues, modified by Echini engineers and renamed to the “ LMG-Mk1” for the Type 96; “LMG-Mk2” for the Type 99; and lastly “SAR-MK1” for the Pedersen.
We also try to increase our output regarding mortars as well as towed artillery.
We also start to invest into vehicle production facilities.

Turn 4
Foreign companies pull rather firmly out of Central, notably several American ones which had been scouting the area for setting up shop.

The mass grave near City Central is constructed, filled, and now stands as a national landmark to a lot of Echaini blood spilled on Echaini soil. People visit surprisingly regularly, and many volunteers helped to dig the graves and move the bodies.

Work on the large munitions factory of CCAF is completed, and thanks to aid from Lurem's similar outpost, the two are now capable of producing weapons and munitions. Getting to the point of vehicles will take further expansion, and producing anything will take money and resources.

Lots of Japanese refugees initially sifted into Central, but for some reason they haven't been getting along well with the locals, notably the resident Japanese. This has led to more than a few petitioners asking the Governor to formally remove them from the Region.

The Darpon situation does not directly affect Central, but most of the Darpon military is currently residing in Central territory. Over two dozen regiments, all told.

What is the reason for the tension? I demand that anyone with a formal complain comes to me so I can have a look with my own eyes.

After a few days of polling, the root of the problem seems to be that the Japanese seem to expect the Echaini-Japanese to give preferential treatment to them, as well as to be loyal to the Japanese and not the Echaini, which the Echaini-Japanese are not fond of.

I will hold a speech on the main square of Central in front of the Palace of the Republic.
This speech will be transcribed and be published all over Central via pamphlets in Echaini as well as Japanese.

“My fellow citizens, before I start addressing the issue at hand I want to say I am proud. I am proud of our city. I am proud of all of you. Proud that you volunteered to honour our fallen heroes. Proud to built this monument to remember there sacrifice by.

But now to something that darkens my mood.

Over the last few days I have heard from many of you that there are problems with the refugees. Problems concerning expectations and treatment.
What I say next is addressed to you, who think that you deserve special treatment: NO!

No one can expect special treatment, and no one will receive special treatment. Not from me or from anyone else. You will not be treated differently by a shop owner because you are Echaini, Japanese, Australian or anything else. Same will said shop owner not be treated differently by the Guard-police just because he has some deferent heritage!

This is not Japan! This is Echain! You came here to seek a new live, new hope, new dreams. We have opened our arms to you in support, you must do the same. Those who you expect favourable treatment from maybe share your cultural heritage, your language but they are citizens of Echain, as you will be in the future. They have earned their place within our nation. They stood with us against tyranny and oppression. They shed blood beside us, so they are our brothers and sisters!

We are one nation, one community, one people.
I do not care where you were born, to which deities you do or do not pray, which colour your skin is or what sex you have. What I do care about, is that this is Echain! I ask you not to forget your culture and traditions; they are a part of you and make you what you are. What I ask is that you embrace your new home with all its aspects and do so with respect and honour.

I will not let such little squabbles drive us apart. We need strength and unity for the coming years. Let our strength be equality! Let our unity be diversity! Lets stand together and not be driven apart!

I hope this will give a perspective, a little thing to think about.

Turn 5 Actions:
1) The CCAF will continue normal production till end of the month.
During this time we will already begin to switch to focus heavily on heavy arms (artillery, anti-tank guns, ant-air guns, naval guns, explosives, ect.) and anything related to it.

2) We will invest heavily in facilities to produce armed and civilian vehicles. First output shall be focused on tractors and harvesters which shall be delivered south to Plainsdale to be sold there.

3) We found the “Central Faculty for Technical and Engineering Studies”;
This happens in support of the Aberisk university and the faculty will be recognised as being a part of the university in legal regards. This will happen as a part of the TACTIC agreement.

4) We lay the foundation of the “Echain National Theatre” In City Central.
This theatre shall function as an open stage for professional and amature artists in all recognised fields. In support to this effort Central government creates a fund of 0.1ESP as price money, which shall be invested in foreign travel to sturdy abroad. This money will be given out in December to the winner of an arts contest that will be held in Central.  
The Theatre will cooperate with the arts academy in Plainsdale to support the studies and to give a place to show case there talents.

5) We will invest in inspections of the road network, to find out if it is usable for cars and trucks.
If not we will start upgrading the parts of the network that are not ready yet.

6) We start putting up radio towers in Central to set up a radio network in our province.
The radio station “Radio Echain 1” is founded to bring news, speeches of the Governor and the CoG as well as music to the people

7) Trying to stop conflicts between refugees and residence in Central and push for cooperation between all groups regarding this situation.

Summery: Focus and industry with the CCAP, improve culture through Theatre and Radio Echain, improve science with the faculty for technical and engineering studies.

Turn 5
The scientists from Aberisk assist in research and development for the month. Money is dumped into heavy arms production, and in expanding the factories to allow for proper vehicle production.

With Aberisk aid, the Central University has begun construction and will likely be completed next month.

The exploration of the road network has revealed that it exists and is somewhat functional, but almost entirely dirt roads. Very few paved.

The first Echain large scale radio tower is constructed.

Money is spent on supporting the theatrical arts, which is well received. This also leads to a situation where several Echaini-Japanese attempt to start their own theater troupe, only to be rejected by the other locals. This leads to several altercations, and eventually a few deaths. The local feeling has started growing very strong in support of removing all Japanese from Central, even those who lived here.

I try to find out, with talks to the group leaders, were acutely in the specific situations the problems lie.
The Guard-police shall investigate these deaths and find all people responsible to bring them to court. Presents of the Guard is improved and they shall mediate in conflicts of such kind.
I make it very clear to all groups that Central is a place of law and order and that any illegal conduct( violence, murder,...) will not be tolerated under any circumstances.

Turn 6 Actions:

1) We will finish work on the Central Faculty for Technical and Engineering Studies; Students of the Faculty will gain special access to the production floors of the CCAF as part of their studies.

2) Investment into Centrals industries will continue. Work on iron and chocolate industry.
Investigate if the faculties we have for vehicle production are also able to produce personal vehicles( cars), if not we will start to work on getting the facilities ready for that too.
First output shall be focused on tractors and harvesters which shall be delivered south to Plainsdale to be sold there.

3) A new tax office is installed to lessen bureaucracy and to keep better track of the taxes collected to make sure not a single ESP is slipping through the cracks of the system.

4) We start work on the SIP (Strategic Infrastructure Project) with the establishment of a real, drivable, road from Central City to Carejais.

5) Begin with the construction the "Guard Academy" which shall function as a  schooling centre for the Guard-police and other more specialises security forces within Central. The academy is also open to security services of other provinces, if they are willing to adhere to the Guard principals.

6) Start improving the road network between Central and Plainsdale, especially towards the port. This is meant to improve the trade between the regions.

Turn 6
Construction begins on building for technical engineering studies.
Investment on industry into Iron and Chocolate is begun.
The report comes back from the factories; producing commercial vehicles would require either different facilities or a complete retooling of the existing ones.
A new tax office has been constructed and is about as popular as one would imagine.
Construction on a road between Central and Carejais has begun.
Construction on the Guard Academy has begun as well.
Construction on the vehicle factory is still ongoing, as is Artemis. However, the Central University has finished and is now open for aspiring students and teachers.

Turn 7 (So far...)

1)We start with the production of a limited number of garbage trucks which shall be used within Central. These trucks shall also be exported into all regions that will ask for them.
Specifically they shall be exported to Lurem, alongside a number of tractors to support Lurems agricultural sector.
Trucks will also be exported to Aberisk.

Aberisk: Trucks for garbage disposal
Lurem: Trucks for small arms/ building materials

2)We will set up a governmental sanitation department. With the help of the new trucks we will set up central trash collection point.
From there the garbage will be shipped out to Aberisk to be process furthe.

3)All construction projects will continue, including the Academy as well as the Central-Carejais connection.

4)Plans will be drawn for the construction of a new facility. The "Angel Forge", shall function as production hub for private, civilian vehicles. The facility shall be own partly be the CCAF, partly by a new entity, the EAC ( Echain Automobile Company). EAC is planned as a privet company and is open for private investors. This facility is in the planning stage, so construction will not begin yet and we wait for investors for the project.

5)New offices will be provided for the Delegation for Foreign Affairs, this will include the connection of the main offices with the different embassies as well as the governor office via telephone lines.

Turn 7
Construction has, at long last, completed on the vehicle production factory. Similarly the University has finished construction and is now taking on students and teachers for Technical Engineering Studies. Other work still continues.

Work begins on the Sanitation Department and the connections to Aberisk. Plans are also finalized for the Angel Forge, but as of yet has not seen any investors particularly interested. The Office for the Delegation of Foreign Affairs has begun construction, as well as the expensive and poorly laid out telephone lines that Echain has only just begun experimenting with.

Throughout the week a group calling themselves the Echaini Historical Society begin promoting the Harvest Moon Festival in every region. Their message is one of peace and friendship between all Echaini even if siblings decide to go their separate ways, they need not leave on bad terms and can still stay brothers. The society is attempting recreate the "Great Harvest Hot Pot" an age old tradition dating back to the dawn of the nation where the population of Echain numbered in the hundreds and it was truly possible for an entire country to share one single meal. Since it is impossible for anyone to cook for over 4 million people in a pot massive enough to do so, the society instead proposes to gather 1 ingredient from each Region and recreate the same Hot Pot 9 times in each Capital. Each Region is encouraged to add more ingredients to their own Hot Pot so that it would be enough for everyone to get a serving. The Society is super optimistic and expects that this would catch on to about 100 people a Region.

A young woman slaps Governor Lorinbas on the back lightly and shouts, "Hey, don't put yourself down Governor, at least it is many times better than King Ethan the Seer and his contribution of "magic mushrooms" to the pot... although there were historical accounts that the people of Echain was extra motivated and happy for years afterward due to life-affirming spiritual revelations."

Turn 8

1) Taxes are increased to be set at 6%

2) All construction projects will continue. Including the Central-Carejais connection.

3) As no investors could be found so far. Construction of the Angel Forge will begin. The project and EAC will still be open for investors while in later stages of development.  

4) Production for heavy arms are to be kicked into full service. Production of garbage trucks and tractors shall continue. We will also look into production of agricultural vehicles for our chocolate industry as well as industrial vehicles for our iron operations. In this new production run we will also include armoured cars which shall be handed over 50/50 to the Army and the Guard.

5) The Governor founds the "Ordem da coroa de aço" as a group to organise and centralise the conservative, traditionalist and monarchist elements of Central under one roof. The group tries to invoke the visuals of the Knightly Orders of old. The motto of the newfound group shall be: "Nunquam non paratus" - "Never unprepared"
(OOC: The whole Knight-look is basically what all my troops already have because of my romantification of that time period, but I just want to state it outright now^^)

6) The Echain National Theatre shall be expanded in form of the "Ferdinand Magellan Opera House".

7)We will look into expanding the range of our radio network and will be establishing additional radio tower to for more coverage.
