This seems like it might create many problems. With lots of uncontroversial pieces of larger legislation passing while controversial pieces that are necessary for its functioning are blocked. But we will deal with those issues when they arise.

Today we will be voting on the Budget as proposed by the senate.

Any changes proposed will be argued and compiled here before being sent back to the senate.

I would prefer Mr President if you did not take over business of this chamber. I believe all my colleagues here are numerate and capable of counting to 5. Next time we will get back to you when we have passed a bill.

OOC:There's no harm. My character's just been really salty about non-governors constantly coming and going from the governor's chamber. Like I said though, I'd prefer it. There wasn't any legal reason for it.
