See the levels of legality according to Constitution. Nothing else is actually legal.

*smashes gavel down* For the sake of sanity, establishing a brand new criminal code is absolutely out of the question. Bringing it up in certain, event-specific circumstances is fine, but in such cases I'd rather avoid the gargantuan paper mess that would be.
