The Bank sees such extraordinary way to gain proper citizenship to be unconsitutional, since that would shift a duty of the National Government to the Regions.

As for cases of unrevokable citizenship, these would presumable be solved by one-sided revocation by the citizen-adept.

Proposal for a Bill 006A: (Name to be determined)

Article I

All members of the constabulary and armed services must wait a period of three years on departure from their respective service before taking a position in the other.

--------------------------

This bill ensures that the spirit of the constitution is protected through closing a loophole in the elaborations on article 5 of the constitution. I urge senators to ask any questions they have about the bill.

3 Years !

Do you think we can wait 3 for servicemen and police to come online.

Anarchy might be your way of life on the plains, most people want better.

We need to expand both the police and the army. Having one service steal members from the other is wasteful at this time.

I'm sure you would prefer if martial law were declared so we might only need one service, but we're a democratic nation and I will defend that democracy to my grave.

We should assign personnel as needed.

"Means must".

Your contempt for the constitution is palpable.

Of course you are, you're the reason I wrote it.

Is this the pettiness we can expect from our Governors?

It is not petty to see a problem that needs fixing, and attempt to fix it.

There is no problem just ideological hatred.

It is when practicality is not accounted for.

The only ideology involved in this is my firm belief in the constitution.

Ha, my apologies a knee jerk reaction.

As for practicality, it is only short-sightedness that thinks that taking from Peter to pay Paul is in any way practicable.

Gentlemen, I give you the Ranger's Up-to-Date Report on the Refugee Crisis. I hope you will all read it before deciding what you should do with the Refugee situation. Things are not as dire as originally estimated and we can definitely afford to integrate the Refugees into our population.

Given the estimated number of refugees is far below expectations, will you change rations to 3/meals a day, or are you going to continue at 2?

I wish to continue building a Stockpile in case we get a massive surge of Refugees in March. If no more than 100,000 new refugees come to Echain in March, I will distribute the extra food to areas that are suffering from supply problems like Central (I think Governor Lorinbas already has it handled) and Versberg. Although if we want a fast build up of our food supply I can merge the stockpile into Northport's and we can focus on building a Fishing Industry.

OOC: All these numbers are just narrative anyways. Since the beginning of the game I was planning to increase the population of Echain by at least 500,000 in order to boost the economy and food production anyways. Lorerunner just made me push the deadline up by 3 months so I am confident that I can handle expanding Food Production to cover for a Echaini Population of 15 million in 50 years.
