The disgruntled gnoll lord lets out a low grumble greatly disappointed with the turn of events, before finally speaking "The Bloodmouths also will not agree. It seems Ponthas as a whole disagrees."

"The representative from House Aurelion, as well as the representative from the Sarum Trade Group wishes to propose a working document for the basis of an international trade group. Ladies, gentlemen, races from across the seas, I present to you on behalf of the Sarum Trade Group, the Port Sarum Accords."

From a large leather case, several multi page documents are produced, each neatly printed, and distributed to each member. "This is a rough draft, however the STG proposes this document as a basis."

The Accords:

Port Sarum Accords
 
Section I: Trade and Taxes
The signing party agrees that any “trade” conducted through any port owned by the Sarum Traders Group, by traders native to their lands is subject to a taxation rate of between 2.5%-7.5%. This tax rate is flexible from one port to another, and once goods have passed through one port owned by the Sarum Traders Group (Henceforth known as the STG) the goods are free from further taxation, however they may still be inspected at any time. These condition are final unless an Economic Sanction is currently in place. (See Section III: Sanctions and conduct) “Trade” is defined as the movement of goods either into or out of the region with the intent to either distribute and or sell locally, or internationally.


Section II: Port Access and preferential docks.
The signer of this agreement is entitled to a negotiated number of “preferential docks” in various ports owned by the STG these docks, which will be either assigned or asked for, depending on relations (see section III: Relations and sanctions) can be used at any time, by the signer, for the express purpose of shipping goods either into or out of the port in question. However, the signer may NOT berth warships in these docks without special dispensation, in the form of a written, signed, and sealed letter, from the STG.
The signer has authority to ask that their “preferential docks” be kept clear of other ships at all times in the event they wish to use them, however doing so will incur a nominal fee to make up for potential lost revenue from that docks reservation. The number of docks the signer has access to shall be reviewed once per 12 months, with a minimum of 1 dock at each port guaranteed even while under sanction.


Section III: Expectations and Sanctions
All members of the signers nations, be them trader, merchant, armed escort, or citizen, are expected to act in accord with STG rules and regulations concerning conduct between merchants, foreign citizens, and natives to whatever region they may find themselves in. Any serious breach of these rules may incur a heavy fine on behalf of the STG port authority, with repeated offences leading to possible economic sanctions.
            The signer also agrees that any damages, caused either by their citizens directly, or indirectly, to the port(s) or to the surrounding areas, are their responsibility, and will either be paid for by the signer, or else they shall be faced with harsh sanctions for damage to STG property. Multiple repeat offences may lead to the renegotiation, or outright termination of this agreement.

           
 
Section III: Subsection A: STG rules and conduct.
            The signer of this document acknowledges that their citizens, merchants, traders, and armed forces have read, and understand, and agree to the following when inside a STG controlled port.
1: There is to be no conflict, open or otherwise, with merchants, citizens, traders, and armed forces or other signers of this agreement. This includes, but is not limited to, armed conflict, sabotage, intentional obstruction of trade, or making false accusations against another signer.
2: In the event of a conflict of interest, either in the form of a trade war, or in rare cases, actual open armed conflict, all members of the signers nation are asked to “check politics at the door” when entering STG controlled ports and their surrounding waters. This is to say that in the event of armed conflict, members of warring nations may NOT engage in open hostilities between one another under ANY circumstance while in port and surrounding waters. Failure to comply will result in heavy sanctions, fines, and possible termination of this agreement.


Section IV: Yearly Review and Termination
            All clauses within this document are subject to review once every 12 months from the time of signing, a signer may request to review and renegotiate at an earlier time, however this is limited to intervals of 4 months.
            Either the signer, or the STG, may, at any time, terminate the terms of this agreement, if this occurs, it is expected that the former signer remove their ships, citizens and representatives from ALL STG controlled holdings, unless otherwise expressly directed by an STG official.

"No, signing the accords is not joining the STG, rather the accords are an agreement between the STG and the various signers in order to promote trade. Perhaps an example would clarify things."

"Let us say that House Lanore were to sign the accords in their current state, this would mean that within Port Sarum, which is the only currently controlled STG port, these rules would apply, but their own port would NOT be expected to abide by these regulations, as the STG either does not own the port directly, or is in charge of operations, therefore it is NOT a STG port."

"However, if House Lanore were to either sell, rent, ect, a port to the STG, both ports would be expected to follow STG rules and regulations, however this means the port is effectively out of their direct control, which i'm sure raises more questions."

"As for why you would want to do this, there are a few reasons. First and foremost, any port directly consigned over to the STG is their responsibility in terms of upkeep, and improvement, meaning the original owner gets all the benefits of having said port, without having to manage its affairs or repairs, however this is only for ports OWNED by the STG, if the STG rents a port, those costs still remain with the original owner.

Another reason to do this is outlined in the accords, once good ship through an STG port, they are essentially free of taxes until they hit the lands outside STG control, meaning you can shuffle goods between these ports at a fairly low cost. 

As a final note, since the STG requires the ports it controls to be of a fairly high standard, it would mean that some ports would need extensive work to bring them up to code, and as mentioned above, consigned ports, which is to say ports owned directly by the STG are their responsibility, while rented ports are still the original owners responsibility"

Fairly late into the meeting a young man of 18 years enters the room. A man in full plate accompanies him bearing the of some unknown noble house.

"Good evening everyone, sorry for arriving late there were some bandits on the road, you know how it is thinking they can get a good ransom on a noble completely forgetting the fact that said noble has a guard.

I am here representing Bern Robert Fletcher my father, Lord of House Fletcher and ruler of Arcadia a Kingdom on the Silver Coast. Up until now my House has not had any contact with any of you and we wish to rectify this. I am his son and heir Edward Fletcher, a pleasure to meet you all."

Edward takes out his notebook and obviously not caring about the meeting starts drawing the figures and architecture around him, thinking up additional changes that can be done to strengthen the walls. His guard Marcus Dromitus nudges him back to attention.

Speaking of which, I believe the Isles will agree to the accords and will give over one of our ports." He announces

"Well, as of current, those of you who have read the accords in full, and are in agreement, i'll ask that you sign the documents in front of you, and include a copy of your house's seal for the records.

Those of you interested in either the consignment of a port, or the renting of a port to the STG, please include a note in traders common, along with charts to get to your respective lands, notably we haven't been to Ponthos, and as such will need charts of the coast of that area. Also, expect a small detachment of STG representatives along with an inspector to arrive to make sure the port(s) in question are up to standards.

I thank you all for your time and your consideration of these Accords, and we of the STG sincerely hope that trade will flourish under them."

After the somewhat lengthy speech, Jamyl sits down, a look of relief in her eyes.

"Ah, house...Fletcher? was it? Here is a written copy of the Sarum Accords for your review and consideration, i recommend you read over them, as they are, at least currently, the topic of discussion, however don't take too long, as i won't be here for much longer, and my replacement wont be here for a few months."

The gnoll lord quickly signs the document, an provides a copy of his house's offical seal before standing up with a satisfied sigh "Thank you for you for hosting these meetings, but I shall now go take my leave. Gnoll Lord tired." and with that he leaves.

Edward accustomed to fast reading, reads the entire document in full before anyone has left the room before pulling out a pen and signing adding that he would prefer rent.
