As the title says, come up with a superhero powerset that is either pathetically weak, or sounds really dumb. But in such a way that he/she/it can punch way above their weight.

For my entry: Placebo Man

He can give anyone the strength / willpower / backbone to do whatever it is that they need to do. But he doesn't change anything physically, ie. he can't grant actual super strength.

Irritation Man. His power is to make people slightly irritated... which leads to their inability to concentrate and fight at full strength!

A person who can "know" the fears of anyone he comes into contact with...but in doing so he also becomes afraid of whatever that thing is. Phobiaman

The Sleeper: Normal guy when awake, but when asleep is granted super human powers so he can fight crime asleep. His snores are like a banshee scream and his drool is as slippery as ice.

I already made a character that fits that idea: Eidolon Serpent with the powers of slapstick.
He has the powers of invulnerability but is a giant pain magnet that even guns he holding blow up in his face. His only real use in combat is a meat shield and that he's good with a club

I heard of a guy in a superhero tabletop roleplaying game and their power was basically super-publicity. They could do literally anything and the public would love them for it.

Wasn't that the comedic character of the team that SFDebris mentioned in his 'Wonder Woman (2011)' review?

I honestly don't remember. I have two friends who play Mutants & Masterminds pretty regularly, but it could've been him, I dunno.

Deepfry guy, he has the power to deepfry any object no matter how big with the power of his mind. In times of extreme peril he can deepfry himself encasing his body into an impenetrable shell of crusty goodness.

Nostalgia Man he defeats his enemy by regaling them with long drawn out speeches about how when he was young everything was better and how he had to walk to school up hill both ways in the snow.
